Important of Quality Tender Returnable Documents

Tendering is one of the stages in a construction project that requires extensive information and documents exchange. Clients typically provide contractors with a set of tender documents for a bid proposal. Tender documents often contain the information about a client‟s project plans so that a contractor can price it. However, in practice, tender documents are not always clear, consistent and adequate. This makes the calculation of a tender programme and price for a construction project difficult.

Several aspects of the literature in construction management indicate that the quality of tender documents is often poor in practice. Tendering is the process used by many construction clients to obtain the programme and price for building a project. It typically consists of three parts: deciding on the type of contract and the terms and conditions that would form the basis of the contractual relationship and under which the work will be done; selecting the most suitable contractor given the budget and time available; and establishing the contract price.

Tender Evaluation Methodology

Contract will be awarded to the Most Economically Advantageous Tender evaluated as

described in this methodology.

The evaluation comprises of 3 stages:

  • Stage One - Compliance
  • Stage Two - Quality
  • Stage Three – Price

Stage One will be scored on a pass/fail basis. Stages Two and Three shall be scored; the

weightings to be applied are 30 % quality and 70 % price.

Evaluation of Tenders

Stage One – Compliance

Tenders will be subject to an initial compliance check to confirm that the:

  1. Tenders have been submitted on time, are completed correctly and meet the requirements of the Invitation to Tender.
  2. Tenders are sufficiently complete to enable them to be evaluated in accordancewith this Section.
  3. Tenderer has not contravened any of the terms and conditions of the tenderprocess.
  4. Tenderer has submitted a Tender that is capable of being accepted.Tenders that do not meet a) – d) may be rejected at this Stage.Tenders that pass this Stage will be subject to a detailed evaluation in accordance with the criteria and weightings set out in this document.

Stage Two – Quality

Tenderers will be required to submit six (6) method statement proposals answering the

questions contained within this section. These method statements once approved by the

Employer will be incorporated into the Contract as the Contractor's planned way of

working/operating throughout the Contract Period.

Stage Three – Price

The method of scoring each criterion will be that the Tenderer with the most competitive price

will receive the maximum points available for that criterion. Each remaining Tenderers' price

will be awarded a score based on the percentage difference between their price and that of the

most competitive price.
